Updated 3 November 2026 with the latest figures.
Kate Young caught a Saturday V/Line train from Bairnsdale in late March. Within a few stops, every seat had gone. "We were jammed in there like sardines," she told the ABC.
Victoria had just made public transport free to blunt a fuel price shock from the war with Iran. Free travel ran through April and May, then fares dropped to half price until 1 January 2027. Vic Government
Premier Ben Carroll wants to keep a discount going. On 19 October he promised a $30 weekly cap on fares for two years if Labor wins the 28 November election. He says a full-time commuter would save $1,400 a year. ABC
The cap costs about $206 million over two years, and Labor pitches it as cost-of-living relief. So does a cheaper ticket pull drivers out of their cars?
The short answer
A few, not many. Cheaper fares lift patronage, but most of the new trips come from people who already ride, and only a small share comes from cars.
Confidence: Likely. Three parts to this: the price, the people and the road.
The cap is cheaper than full fare, but not than today
Start with the price, because the headline saving depends on what you compare it with. A full daily fare in Victoria is $11.40, so five days of commuting costs $57. Against that, a $30 cap saves $27 a week, which is where the $1,400 comes from.
But full fares have not applied since the end of March. Under today's half-price deal, the daily fare is $5.70, so a five-day commuter pays $28.50. Transport Victoria
On our maths, the $30 cap would cost that commuter $1.50 a week more from January than now. It only beats today's price for people who ride six or seven days.
So the real choice on 1 January sits between the cap and a return to full fares. The Greens, led by Ellen Sandell, want fares made free and call Labor's offer a temporary discount. Guardian We found no reported Coalition fare policy for after 1 January as of 3 November.
Cheap fares mostly help people who already ride
Queensland ran the biggest Australian test. In August 2024 it cut every fare to a flat 50 cents. University of Sydney researchers led by John Rose surveyed about 4,000 people across six waves. USyd study
Trips rose about 30%, but roughly 70% of post-policy trips were existing ones. Trips switched from cars made up only 2% to 3%.
The fare elasticity, a measure of how much demand moves when price moves, averaged -0.187. For people who rarely use transit it was -0.003, close to zero. Rose put it plainly: "Demand is relatively insensitive to price".
Victoria's free months tell a similar story. The state government says more than 100 million trips were taken in April and May, up 17% on a year earlier. The Advocate
That is a real jump, but it came with petrol prices surging. A University of Melbourne survey of about 2,000 people found 26.3% of Victorians shifted some commutes from car to transit, against 23.7% in NSW, where fares stayed full. Government News
Lead researcher Milad Haghani said those who switched would have done so regardless of the pricing. His team found access, travel time and reliability mattered more than price.
The road gets its own discount
The second cap is the one that matters for drivers. A day before the fare promise, Labor pledged to cap tolls on CityLink, EastLink and the West Gate Tunnel at $30 a week through 2027. It costs about $191 million for one year. AAP
On our maths, that is nearly twice the yearly cost of the fare cap, at about $103 million a year. A heavy toll user could save up to $5,000 a year, on the government's estimate. WhichCar
The Coalition, led by Jess Wilson, has its own $50 weekly toll cap from July 2027. A policy that cuts the price of driving at the same moment it cuts the price of transit cannot expect a big swing between them.
The best case against
In April, then public transport minister Gabrielle Williams said free fares gave people "more reason to leave the car at home". She pointed to data showing kilometres driven in Melbourne trending down. ABC
Germany offers the strongest outside support. Its flat monthly Deutschlandticket cut car use by about 3%, on a government-commissioned evaluation by the infas institute. Clean Energy Wire
That case gets something right: cheap fares do shift some trips, and at scale a few per cent matters. But a team at the Technical University of Munich found only about one in five new German subscribers cut their driving. TUM Tallinn's free transit lifted use by just 14%, in a study by Oded Cats and colleagues. Transportation
What we still don't know
Victoria has not published patronage for the half-price months, or separated the fuel shock from the fare cut. Fuel prices are still climbing, up 9.4% in September alone. ABS This verdict assumes they ease by 2027; if they stay high, more drivers switch whatever the fare.
The verdict
A $30 cap will make transit cheaper for people who already use it, but it will not empty many car seats. Confidence: Likely. Regular commuters and low-income riders win, taxpayers fund the gap, and drivers far from a train line gain more from the toll caps both major parties offer.
What to watch
Before 28 November: whether the Coalition announces a fare policy for after half-price fares end on 1 January 2027.
28 November: the Victorian election result, and whether the winner funds a fare cap, free travel or full fares.
January to March 2027: patronage figures. Growth above 10% on a year earlier, with fuel prices falling, would weaken this verdict.
Sources and method
This piece draws on 21 sources: four academic studies, one government evaluation, four official releases and data sets, 11 news reports (including two that argue cheap fares do shift drivers) and one reference page. It was first written on 19 October 2026 and refreshed on 3 November 2026 with the government's April and May patronage figures, the Greens' and Coalition's positions and September fuel prices. Victoria has not published half-price patronage, so the verdict leans on Queensland and Victoria's free months. Explain it to a friend
Labor wants to cap Victorian train, tram and bus fares at $30 a week once half-price fares end in January, but that is a touch more than five-day commuters pay today. When Queensland cut fares to 50 cents, trips jumped, yet only 2% to 3% came from people leaving their cars. Both major parties are also capping tolls, so driving gets cheaper too, and that is why few car seats will empty.
